Staffing groups, secondment firms and payroll companies make up a large block of the register — they sponsor on behalf of clients as well as for themselves, which is why so many appear on the IND list.

The large Dutch staffing groups are headquartered in Diemen, Amsterdam and Almere, with technology secondment firms concentrated in Eindhoven, Utrecht and Rotterdam.

International recruiters, global mobility specialists, HR business partners in multinationals, compensation and benefits analysts, and HR technology consultants.
What recognised sponsor status does and does not mean
A recognised sponsor is an organisation the IND has admitted to its register, which allows it to apply for a highly skilled migrant permit on your behalf under the fast procedure. It is a permission the employer holds, not a promise it makes. An employer on this list may have no vacancies, may not hire outside the EU, and may still decline to sponsor a particular hire.
Being sponsored by a secondment firm means your permit is tied to that employer rather than to the client you work for. Understand the contract structure, the notice period and what happens between assignments before you sign.
The salary you would need to clear in 2026
The highly skilled migrant criterion is a gross monthly salary, excluding the 8% holiday allowance, and it does not vary by sector — the same figure applies whether you join a hr, staffing & recruitment employer or any other recognised sponsor.
